Job Summary

Background

The Ethiopian Food System Resilience Program (EFSRP) is a government led Programmee designed with technical and financial support from World Bank and various development partner. Its program development objective is to improve resilience of food systems and increase preparedness against food insecurity in selected program areas.

To achieve the above objective properly a sound procurement management practices is important. Therefore, the Minister of Agriculture which houses FSRP is looking for a highly motivated and capable professional for the post of Procurement Specialist I.

The selection procedure:

ā€œThe attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankā€™s ā€œProcurement Regulations for IPF Borrowersā€ July 2016 (ā€œProcurement Regulationsā€), setting forth the World Bankā€™s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulationsā€.

Under the overall guidance of the senior procurement specialist and direct supervision of the Program Manager the Procurement Specialist will be responsible for the implementation of the planed procurement and monitoring of the procurement activities of the program in accordance with the agreed procurement regulation. The specialist will also provide hand holding support and technical assistance to the procurement officers located in the regional PCUs, play an advisory role to clients and project staff in handling complex procurement tasks and issues, which frequently cut across work units.

Specific Duties and Responsibilities

  • Support the preparation and revision of the Project Procurement Strategy forĀ Development (PPSD) regularly in response to emerging requirements and changingĀ conditions
  • Coordinate with the RPCUs and ensure that all procurement activities are planned through STEP and appropriate clearance is obtained before procurement initiated
  • Preparation bid documents and request for proposals (RFP) as per /or that is consistent with World Bank standard bid documents (SBD) and follow up next procurement stepsĀ timely accomplishment after bidding document and RFP issuance.
  • Prepare General Procurement Notice (GPN) and Specific Procurement Notices (SPN) or Request of expressions of interest (EOI) to be published in Development Business and/orĀ national newspapers.
  • Work with FPCU senior procurement specialist and assist in the operations of bid opening, evaluation of bids and contract preparation following the agreed procedure andĀ using the appropriate standard documents.
  • Ensure that procurement complaints are addressed in accordance with the agreed procedure. Also ensure that complaints and the responses are correctly recorded in STEPĀ system
  • Support contract management and ensure that the contract responsibilities are delivered within the agreed timeframe and necessary action is taken to mitigate risk ofĀ contract failure.
  • Keep records and files of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors.
  • Keep accurate records of procurement activities, including purchase register, deliveries and completion of works, for the use of procurement post-reviews and auditing by theĀ Bank.
  • At all stages of procurement processes, ensures compliance of IDAā€™s Procurement Guidelines for procurement of works, goods, and services.
  • Periodically supervises the work of the Region and Woreda Procurement Officer.
  • Maintains database of suppliers, prices, technical specifications, catalogues, drawings and other information.
  • Assumes responsibility for being alert to any indication of unethical behaviour and reporting to the appropriate authority including to the World Bank.
  • Prepares periodic reports on the status and progress of procurement activities. Coordinate the procurement officers in RPCUs and lead the procurement discussionĀ during the biannual implementation support missions
  • Facilitate the commissioning of independent procurement audit, ensure that the audit takes place as per agreed TOR and contract
  • Ensure that procurement agreed actions generated from the semi-annual missions, post procurement reviews and independent procurement audit are captured in the annualĀ work plan and delivered timely
  • Performs other related duties as may be required.
  • Reporting
  • The Procurement Specialist I will be placed in Project Coordination Unit and reports to both Project Coordinator and Procurement Directorate executive in the MoA.

Job Requirement

Qualification and work experience

  • BA or MA in Procurement Management, Supplies Management, Procurement and AssetĀ Management, Logistic & marketing Management.
  • Minimum of 8 yearsā€™ experience for BA & 5 yearsā€™ experience for MA in procurement ofĀ works, goods and services. Minimum of four years procurement experience in BankĀ financed project.
  • Knowledge and experience on the new World Bankā€™s Procurement Regulation andĀ World Bank Guidelines as well as Ethiopian Government procurement procedures.
  • Good command of English language (writing and speaking)
  • Excellent IT skills including Knowledge of STEP, excel and word processing
