Job Requirement

• Minimum Qualifications and Experiences of Lead Evaluation and Proposed Team Members
  • The lead evaluator is required to have significant knowledge of family-based care or the child welfare system in Ethiopia and must have experience conducting an evaluation of this nature
  • Must be able to assemble and lead an evaluation team and deliver on time.
  • The lead evaluator and the evaluation team members must have a minimum qualification of a master’s degree in any social science related program and a minimum of 7 years’ experience conducting and in leading evaluations in family-based care or social services in Ethiopia.
  • The lead evaluator and the evaluation team members should have excellent English writing and presentation skills with relevant writing samples of similar evaluation reports.

Place of work:  Lead evaluator to be based in Addis Ababa, but travel to Oromia region, Hawassa city and Yirgalem town and surrounding districts in Sidama region; and specific sub-cities in Addis Ababa for primary data collection and supervision will be required.

Duration: A maximum of 65 calendar days covered by consultancy fees, with the possibility of a 10-day no-cost extension for report finalization.

Timeframe: September 2024 – November 2024.

Interested and qualified consulting firms/individual Consultant may send/submit their proposals, along with the following information:

• Profile, giving background and experience of the individual/Consulting Firm
• Application to be submitted with a sample paper (evaluation report) of past evaluation (s) and a budget or testimony letter.

1. Technical Proposal consisting of:
   • Detailed application explaining how to conduct the evaluation (methodologies) and list of tools or samples to use to accomplish the task
   • Schedule for completion of the assignment
   • CV of the Lead Evaluator and CVs of the proposed team members that will assist to accomplish the tasks (if already identified)
   • Copy of renewed Registration Certificate or License.
2. Financial proposal describing Itemized budget for the total cost of the assignment
